New York City is not actually filled with murderers, rapists, and psychotics, but they shoot three Law And Order series, a CSI, and at least a half-dozen other police procedurals there. We’ve chosen to give Terrebonne a hotel and restaurant for story purposes, because our hero needs a place to sleep and a place to eat.

Sounds reasonable. After all a high percentage of readers wont have been there so overall it doesnt challenge suspension of disbelief.
